NHS Essex Integrated Care Board (ICB) actively prevents, detects and responds to fraud, bribery and corruption. These actions protect public funds and maintain the trust of patients, staff and partners.
We expect everyone working for or with NHS Essex ICB to act honestly and with integrity. In addition, we maintain strong systems and controls to reduce risk and identify concerns early.
Who this statement applies to
Our Counter Fraud, Bribery and Corruption Policy applies to anyone working for or on behalf of NHS Essex ICB, including:
- permanent, temporary, bank and agency staff
- contractors, consultants and suppliers
- partner organisation staff working with the ICB
All individuals must follow applicable laws, policies and professional standards. Furthermore, everyone must act transparently and avoid any conduct that could undermine public trust.
Fraud
The Fraud Act 2006 defines fraud as dishonestly making a false representation, failing to disclose information, or abusing a position for financial gain or to cause financial loss.
Fraud can occur even when no financial gain or loss results. Therefore, NHS Essex ICB takes preventative action and monitors potential risks carefully.
The Failure to Prevent Fraud offence came into force on 1 September 2025. Under this legislation, organisations must demonstrate effective fraud prevention procedures. NHS Essex ICB has implemented robust measures to reduce risk and strengthen accountability.
Bribery and corruption
Bribery occurs when someone offers, promises, gives, requests or accepts an advantage to influence a decision improperly.
NHS Essex ICB does not tolerate bribery or corruption. Staff and partners must never offer or accept bribes or unauthorised payments. In addition, individuals must not misuse their position for personal benefit.
Staff must declare gifts, hospitality or sponsorship in line with the Conflicts of Interest Policy. This process ensures transparency and supports ethical decision-making.

- investigate concerns thoroughly and fairly
- take appropriate action when wrongdoing occurs
- work closely with the NHS Counter Fraud Authority and other partners

Reporting fraud, bribery or corruption
You should report any suspected fraud, bribery or corruption as soon as possible. Early reporting allows us to investigate concerns quickly and protect public funds.

All reports are treated seriously and confidentially.
You do not need proof to report a concern. Reasonable suspicion is sufficient, and all reports are assessed appropriately.
