The Hollies GP Surgery building remains closed due to ongoing legal issues relating to access to the premises, which are outside the NHS’s direct control.

The main challenge has been agreeing the legal and practical arrangements needed for GP services to operate safely and lawfully from the building at 41 Rectory Road. While progress has been made, discussions between the GP practice and the landlord are still ongoing.

NHS Essex’s clear preference is to see high-quality GP services delivered from the building patients are used to using, provided this can be achieved within a reasonable timeframe and in a way that is sustainable for patients and staff.
Several organisations have different responsibilities:
- The GP Practice
The GP practice is responsible for providing services to patients and for agreeing arrangements that enable those services to operate from the building.
- The Landlord
The landlord owns the building and is responsible for agreeing the terms under which it can be occupied.
- NHS Essex
NHS Essex commissions GP services for local people. Its role is to ensure patients continue to have access to safe GP services and to support discussions aimed at restoring services from the building.
NHS Essex cannot force either party to agree commercial or legal terms but can work with partners to help facilitate a solution.
The Care Quality Commission is the body that regulates health and social care providers in England to ensure that services are safe, effective, and well-led.
The building had to close because the CQC suspended the registration of the previous contract holder for the Hollies to deliver GP services, the contract was then subsequently terminated.
The new contract holder has since been negotiating new arrangements with the landlord that enable GP services to operate from the building.
The NHS cannot operate from a building unless the legal arrangements allowing occupation are in place.
Before services can be delivered, there must be agreement on the arrangements that allow the practice team to access and operate from the premises safely and lawfully.
Yes. Patients remain registered with the practice and continue to have access to GP services.

- Telephone appointments
- Online consultations
- Prescriptions
- Test results
- Face-to-face appointments
Patients do not need to register with another GP practice.
Discussions about the future use of the existing building are continuing.
