Samantha Goldberg is the Executive Director of Commissioning at NHS Essex Integrated Care Board.
Prior to the formation of NHS Essex, Sam was Executive Director of Performance and Planning at NHS Mid and South Essex Integrated Care Board. Before joining the executive team, she held the position of System Urgent and Emergency Care System Director, where she led major system wide improvement and transformation programmes designed to strengthen operational performance, improve patient access, patient flow, and enhance urgent and emergency care services.
Sam brings extensive experience in performance management, strategic planning, and operational leadership across complex health and care systems. She has a strong track record of driving improvement, strengthening collaboration across organisations, and delivering sustainable change that improves outcomes for local communities.
In her role at NHS Essex, Sam is responsible for overseeing Mental Health Commissioning, Acute Commissioning, the System Coordination Centre, and Emergency Preparedness, Resilience and Response (EPRR). She provides strategic leadership across these areas, ensuring services are effectively planned, commissioned, and coordinated to meet the needs of Essex residents.
Sam plays a key role in strengthening system performance and resilience, supporting and transformation capability across Essex to improve health outcomes, reduce inequalities, and deliver high-quality, equitable joined-up care for communities across Essex.
