Tom Abell is the Chief Executive Officer of the NHS Essex Integrated Care Board, having taken up the role in August 2024 ahead of the organisation becoming statutory in April 2026.
Tom is a highly experienced NHS leader with more than 20 years’ experience across urgent, acute and system leadership roles. He is committed to improving health outcomes for local people, tackling health inequalities and ensuring services are planned and delivered around the needs of Essex’s communities.
Before joining NHS Essex Integrated Care Board, Tom was Chief Executive Officer of NHS Mid and South Essex Integrated Care Board. Prior to this, he was Chief Executive Officer of East of England Ambulance Service NHS Trust. Earlier in his career, Tom served as an executive director in acute, mental health and commissioning organisations.
Tom is passionate about collaborative leadership and working closely with partners, staff and communities to build sustainable, high-quality health and care services across Essex.
